ILO And AICS Support Technical Validation Of CNEE

A Strategic Tool for Youth Integration

The CNEE serves as a key lever to provide young Senegalese with their first professional experience by strengthening the link between the State and the private sector. By facilitating access to a first job, it helps reduce youth unemployment and supports inclusive and sustainable growth.

An Inclusive and Tripartite Process

The workshop, marked by strong stakeholder engagement, brought together all relevant actors: representatives of the State, employers' organizations (UNACOIS, CNP, CNES, MDES), trade unions (CNTS, UNSAS, CSA, CNTS/FC), and technical and financial partners. The signing of the technical validation minutes by representatives of the State and employers formalized the participatory and tripartite approach that guided the development of this instrument. It symbolizes collective endorsement and a shared commitment to accelerate the implementation of concrete solutions to facilitate the professional integration of first-time job seekers.

Technical Support from the ILO and Financial Backing from AICS

As part of the project 'Support for Improving the Youth Integration and Business Formalization System in Senegal (ADIJEFE)', the ILO provided high-level technical assistance throughout the evaluation, revision, and validation process of the CNEE. This support included:

- Mobilization of experts specialized in labor market governance and structuring of consultation bodies;

- Methodological support for preparing and facilitating working sessions;

- Facilitation of stakeholder dialogue to ensure a balanced consideration of the interests of the State, the private sector, and workers.

This support aligns with a shared vision with AICS, the main financial partner of this initiative. This strategic partnership reflects a mutual commitment to strengthening social dialogue mechanisms and supporting structural reforms for employment and economic inclusion in Senegal.

Toward Effective and Impactful Implementation

With this technical validation, the CNEE takes a decisive step toward its official adoption and operational implementation. It lays the foundation for renewed cooperation between the State and private employers to address challenges related to employment, business competitiveness, and labor market formalization. The next steps will include dissemination of the new provisions of the CNEE, establishment of operational mechanisms, and continued technical support to ensure lasting impact.
