Lombrum Joint Initiative - Contract Award

Department of Defence

Australia and Papua New Guinea's (PNG) security partnership has reached an important milestone with the Lombrum Joint Initiative main works contract being awarded to Clough Australia Pty Ltd.

The main works contract will support the redevelopment of Lombrum Naval Base and build the PNG Defence Force's (PNGDF) sovereign capability to protect PNG's borders and maritime resources.

The Lombrum Joint Initiative will also increase interoperability between the PNGDF and the Australian Defence Force and provide greater opportunities for training and joint activities.

Construction will commence in June 2021, generating about 350 local jobs in PNG, including 200 jobs on Manus Island. The project is expected to put in 146 million PGK into the PNG economy with opportunities in construction and supporting industries.

The Lombrum Joint Initiative demonstrates the Australian Government's commitment to the Pacific Step Up and is a natural extension of our Defence Cooperation Program in PNG. The main works contract includes:

  • Electrical generation services for Lombrum Naval Base and Manus Island broadly;
  • Water and sewerage services for the base;
  • Facilities for PNG Defence Force working, training and living accommodation; and
  • Operational facilities to support the Guardian-class Patrol Boats and small boat operations.

The combined PNG and Australian workforce will adhere to COVID-19 requirements for PNG and Australia, with COVID-safe measures front-of-mind.
