Planning Proposal and draft Voluntary Planning Agreements applying to land at Lots 214-218 Mackillop Drive, Norwest and 34 Salamander Grove, Baulkham Hills (5/2018/PLP and 6/2012/JP/C).

A planning proposal and two draft Voluntary Planning Agreements (VPAs) with respect to land at Lots 214-218 Mackillop Drive, Norwest and 34 Salamander Grove, Baulkham Hills are currently on public exhibition.

The planning proposal seeks to facilitate high, medium and low density residential development on the site, accommodating a total of 332 dwellings, through the following amendments to The Hills Local Environmental Plan 2019:

  • Rezone the land from R2 Low Density Residential and R3 Medium Density Residential to part R3 Medium Density Residential, part R4 High Density Residential, part RE1 Public Recreation and part R2 Low Density Residential;
  • Increase the maximum height of building from 9 metres to part 9 metres, part 12 metres and part 16 metres (allowing for buildings up to approximately 4-6 storeys in height); and
  • Amend the Heritage Map applicable to Item No. I7 to only apply to the proposed heritage curtilage.

Delegation for making of the Local Environmental Plan has not been issued to Council under the Gateway Determination.

Two (2) draft Voluntary Planning Agreements (VPAs) are also on exhibition. Cumulatively, they seek to secure development contributions including a public park, publicly accessible through site links and monetary contributions towards traffic infrastructure, active open space and offsite public domain upgrades. These contributions are associated with the original master plan for the site approved in 2013, as well as the additional development uplift that is sought under the new planning proposal.
