Recommendations from Stats NZ's privacy team

We recommend that you:

  • Complete a PIA for each provider involved in future or ongoing research.
  • Update this PIA if data from this provider will be used by Social Investment Agency on an ongoing basis.
  • Update this PIA if Stats NZ will be ingesting data from these or other NGOs for any purpose outside of the enablement of research.
  • Review privacy statements, consent forms, and any other information provided to clients to ensure they are informed about Stats NZ's involvement, and the potential uses and disclosures of their data.
  • Update this PIA if access to the data changes.
  • Complete a full Certification & Accreditation of the IDI and its components.
  • Review general retention requirements, particularly where data is no longer used by a researcher (for data/datasets specifically requested for research under Part 5).
  • Consider options for supporting Mayors Taskforce for Jobs in contacting existing clients whose information will also be included in datasets. Note that this is not a requirement for Stats NZ, but a best practice measure given we are involved.

Summary

This PIA is for the collection, ingestion, and analysis of data from the Mayors Taskforce for Jobs (MTFJ) into the Integrated Data Infrastructure (IDI), for the purpose(s) of Research under the Data and Statistics Act 2022, Section 22(c)(i).

The research supports Social Investment Agency's (SIA) 'Test and Learn trials', in which MTFJ is participating as a voluntary data supplier. SIA developed the Test & Learn approach as time-bound and limited trials to test whether data from non-government organisations (NGO) integrated into the IDI can be used to support SIA's research requirements. This includes how these data flows can occur, and what sorts of analysis will be useful for contracting purposes. It also includes learning about NGO data capabilities and data quality, and will inform the future design of a scaled approach, for example, Outcomes Based Contracts.

The scope and reach of the Test & Learn trials is deliberately limited, to manage risk in the following ways:

  • a small number of volunteer NGOs
  • making the data available to a single research project, and
  • only for the purpose of testing the usefulness of the collections to inform future design of the Social Investment approach.

Insights from the trials will inform recommendations for the design of the Social Investment approach. Pending these recommendations, it is possible that updated, new, or modified data will continue to be integrated into the IDI from MTFJ.

SIA (the researcher) will share insights with MTFJ. Neither MTFJ, nor any other researcher, will have access to the data provided in the project schema accessed via SIA's Data Lab.

Stats NZ sought expert advice from Crown Law and Data Ethics Advisory Group on the Test & Learn trials and the proposed Outcomes Based Contracts. Recommendations from these responses inform Stats NZ on any appropriate alterations or additions to the collection and integration of data into the IDI for this research.

This PIA will be updated if the scope and scale of the Test & Learn trials materially changes, or if future initiatives are implemented, for example, Outcomes Based Contracts.

The Mayors Taskforce for Jobs (MTFJ) is a nationwide network of New Zealand's Mayors, working together towards the vision of all young people aged 16-24 years who are engaged in employment, education, training, or other positive activity in their communities. MTFJ runs advocacy projects and partners with best-practice organisations to promote the economic wellbeing of young people. Partners include MSD, Tuia, Outward Bound, and Te Pūkenga. The MTFJ is governed by the Core Group which includes 17 mayors from throughout the country, and is Chaired by Mayor Alex Walker. The Core Group meets quarterly to discuss the strategy and operational works of the Taskforce, as well as holding an Annual General Meeting at the LGNZ conference.
