Moreton Bay Fund to Unlock 10,300 New Homes

More than 10,300 new homes will be unlocked in the City of Moreton Bay with the construction of these four critical infrastructure projects set to unlock more housing, including in the Waraba Priority Development Area, through the Crisafulli Government's landmark $2 billion Residential Activation Fund.

The Residential Activation Fund will help establish a new residential community in Woodford and provide a critical investment for a number of trunk infrastructure projects including a key section of the Bellmere Road Corridor Upgrade between River Drive and Dobson Lane and a new road bridge over the Caboolture River, unlocking 8,850 new homes in the Waraba Priority Development Area.

The $2 billion Residential Activation Fund has received 178 submissions – 64 from South East Queensland and 114 from regional, rural and remote Queensland.

The Crisafulli Government's 2025-26 Budget is delivering up to $1 billion for round one, doubled from the original $500 million, in response to the overwhelming support and availability of shovel-ready projects.

Round one funding focuses on the construction of critical trunk infrastructure needed such as water supply, sewerage, stormwater, and roads needed to unlock new residential developments and ease Labor's Housing Crisis.

The $2 billion Residential Activation Fund is a key pillar of the Crisafulli Government's Securing Our Housing Foundations Plan and is breaking down the barriers for infill and greenfield developments to help end Labor's Housing Crisis.

Housing lot approvals slumped by 29 per cent under the former Labor Government, leading to record-low rental vacancy rates and a skyrocketing social housing waitlist.

The Residential Activation Fund will deliver a place to call home for more Queenslanders and support one million new homes by 2044 with at least 50 per cent of the overall funding to be invested in regional and remote Queensland.

In addition to the Residential Activation Fund support, the Waraba Priority Development Area is benefiting from further investment in critical infrastructure to unlock housing supply.

This includes $16 million from the SEQ City Deal Growth Area Compact Fund to deliver critical upgrades to Bellmere Road, between Ulster Drive and River Drive, boosting vital transport network capacity to support future housing growth.

The Crisafulli Government is also coordinating the new $150 million Catalyst Infrastructure Fund, announced in the 2025–26 State Budget, to accelerate the delivery of trunk infrastructure, including in Waraba.

Deputy Premier Jarrod Bleijie said the Crisafulli Government was delivering on its election commitment to give more Queenslanders a place to call home by funding shovel-ready projects like the Bellmere Road Corridor Upgrade, which will be a game-changer for the City of Moreton Bay.

"Labor had a habit of declaring PDAs and walking away from them, like Waraba. They instead chased headlines and didn't do the groundwork to activate the site and deliver more homes," Deputy Premier Bleijie said.

"The Residential Activation Fund is just one way the Crisafulli Government is creating jobs, unlocking housing and ensuring that Queensland continues to manage population growth, address housing affordability and protect the lifestyle of local communities."

Glass House MP Andrew Powell said unlocking these critical infrastructure projects would deliver more homes for Queenslanders.

"This is one of the greatest places in Queensland to call home, and the Crisafulli Government is delivering practical solutions to address Labor's Housing Crisis," Minister Powell said.

Pumicestone MP Ariana Doolan said the Residential Activation Fund would deliver much-needed homes for Moreton Bay.

"After a decade of inaction by the former Labor Government, the Crisafulli Government is fast-tracking the delivery of critical infrastructure and unlocking much-needed homes for Queenslanders," Ms Doolan said.

"Addressing housing affordability challenges in our region is being met through new housing supply."

Redcliffe MP Kerri-Anne Dooley said the Residential Activation Fund would help ease Labor's Housing Crisis.

"The Crisafulli Government is listening to the residents of Moreton Bay and delivering new homes, giving more Queenslanders a place to call home sooner," Ms Dooley said.

City of Moreton Bay Mayor Peter Flannery said accelerated delivery of a key $24 million section of the Bellmere Road Corridor Upgrade would help deliver housing solutions for the City's booming population.

"As South East Queensland's fastest growing City with 240 new arrivals each week, we urgently need new homes," Mayor Flannery said.

"Funding from the Residential Activation Fund will help accelerate the delivery of homes at Waraba – our City's biggest growth area, which will eventually be home to 70,000 people.

"The Bellmere Road Corridor Upgrade is a key piece of infrastructure that will support this new community as it will increase vehicle capacity, while also improving traffic flows for existing residents."
