Xavier Flanagan yesterday attended his first Corangamite Shire Council meeting as Director Corporate and Community Services.
Mr Flanagan brings a strong financial background and a deep understanding of local government and how it works.
After graduating with a Bachelor of Commerce in 2000 and receiving Certified Practicing Accountant accreditation in 2025, he worked in the banking, health and telecommunications sectors before spending the past eight years in regional councils.
"I come from Ballarat and my heart is in the regions.
"I love working in regional Councils because you have a close connection with the community. And this is a great opportunity.
"I'm a people person. I lead through building relationships with staff and the community.
"My goal is to strengthen community confidence in our management of Council finances and functions."
CEO David Rae welcomed Mr Flanagan to the team.
"Xavier joins us from Colac Otway Shire Council where he was Manager Financial Services.
"He brings to us strong experience and a values-based leadership style that will be a great fit for Corangamite."
Mr Flanagan is responsible for the overall management and leadership of the Corporate and Community Services directorate including financial management; human resources; risk management; information and communication services; property and rating; positive ageing, access and inclusion; family and children's services; and contract management.
