Hawkesbury River County Council has issued the following statement, announcing a change of name to end confusion and better reflect its role in Western Sydney.
INTRODUCING WSWA: NEW NAME, SAME MISSION
For over 75 years we've been known as Hawkesbury River County Council, but now it's time for a refresh. From 2026, we will be known as Western Sydney Weeds Authority (WSWA).
Behind the name change
Hawkesbury River County Council was formed in 1948, before Hawkesbury City Council. HRCC was established in response to a major outbreak of Water Hyacinth on the Hawkesbury-Nepean River, and represented member Councils including the Windsor, Richmond and Colo Shires.
These three Shires amalgamated into the Hawkesbury Shire in 1981, and then the larger Hawkesbury City in 1995. HRCC also expanded to service the Hills Shire, Blacktown City, and Penrith Council areas.
Our new name addresses three key issues:
- Brand confusion – every day we field several calls from residents trying to contact Hawkesbury City Council.
- Perceived geographical limitation - the HRCC name implies that we only service the Hawkesbury LGA.
- Unclear service offering - while we manage aquatic weeds, we're not a river management authority.
Why WSWA?
After comprehensive consultation with our Board, member Councils and staff, we also surveyed the community on what they thought we should do. The response was abundantly clear – our name needed to change!
Western Sydney Weeds Authority better reflects our four Council areas – Penrith, Blacktown, The Hills and the Hawkesbury. It also clearly communicates our role in leading weed management across these areas.
What's next?
Keep an eye out for the unveiling of our new logo in November, with a new website and social media accounts to follow. Our Open Day in February 2026 is a great opportunity to celebrate our new name, and we hope to see you there!
