The Commission of Inquiry established by the ILO Governing Body at its 353rd Session, held in March 2025, to examine a complaint submitted against the Government of Nicaragua, held its first session at the ILO headquarters in Geneva on 11 and 12 September 2026.
The complaint, submitted in June 2023 by 11 Employer delegates to the International Labour Conference, alleges non-observance of the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87), the Right to Organise and Collective Bargaining Convention, 1949 (No. 98), the Discrimination (Employment and Occupation) Convention, 1958 (No. 111), and the Tripartite Consultation (International Labour Standards) Convention, 1976 (No. 144).
With this first meeting, the Commission of Inquiry began its work to conduct a thorough investigation into the complaint, establish the facts relating to the case and make recommendations aimed at addressing the issues raised therein.
The members of the Commission also made a solemn declaration before the Director-General of the ILO, undertaking to perform all the duties and responsibilities entrusted to them with honour, loyalty, impartiality and conscientiousness.
The Commission of Inquiry concerning Nicaragua is the fifteenth Commission of Inquiry established in the history of the ILO. Commissions of Inquiry constitute the ILO's highest-level supervisory mechanism.
