The man, who had been in Indonesia and Timor L'Este for work, returned to Darwin on 18 November and was to self-isolate at home under a management plan approved by the Chief Health Officer.
He was, however, seen at a local shopping centre and also attended a bank, not wearing a face mask at either location. He did not have an exemption to leave his home.
As a result, the man was issued a fine of $5,056.
Incident Controller Commander Shaun Gill said, "It is unacceptable that we are still finding people flouting the rules and risking everyone's safety. There is no room for complacency with this pandemic."
The infringement penalty for failing to abide by the Chief Health Officer Directions issued under section 56 of the Public and Environment Health Act 2011 is $5,056 for an individual and $25,280 for a business.
Police have now issued 161 infringement notices in relation to the pandemic.
