The OSCE Programme Office in Dushanbe supported the Committee on Women and Family Affairs under the Government of Tajikistan in holding a two-day workshop of the Working Group on 19 and 20 August 2025. The event focused on finalizing an OSCE-commissioned instruction on inter-agency co-ordination of activities aimed at preventing domestic violence and providing services to victims. The instruction seeks to strengthen the timely identification, referral, support and rehabilitation of survivors of domestic violence.
The workshop in Dushanbe brought together 25 key stakeholders, including 9 men and 16 women, with mandates in the field of prevention and response to domestic violence. Participants included members of the Working Group on a multi-disciplinary approach to handling domestic violence cases and service provision for victims.
Discussions covered international practices on inter-agency co-operation, referral mechanisms for support and protection of domestic violence victims, the root causes and consequences of domestic violence, relevant national legislation, and the draft instruction itself.
The finalized instruction will be submitted to the Government for approval and is expected to serve as a basis for establishing a national referral mechanism for survivors of domestic violence in Tajikistan.
