Head of the OSCE Mission to Bosnia and Herzegovina, Ambassador Rick Holtzapple, visited Banja Luka on 2 and 3 July for meetings with representatives of Republika Srpska institutions, political parties and the media, reaffirming the Mission's commitment to dialogue and co-operation with stakeholders across Bosnia and Herzegovina.
During the visit, Ambassador Holtzapple met with Republika Srpska President Siniša Karan, Republika Srpska Prime Minister Savo Minić, Republika Srpska National Assembly Speaker Nenad Stevandić, Acting Director of the Republika Srpska Office for International Co-operation Ana Trišić Babić, SDS President Branko Blanuša and RSNA PDP Caucus member Bojan Kresojević. Ambassador Holtzapple also visited RTRS where he spoke about Mission's mandate and priorities.
The meetings in Banja Luka provided an opportunity to exchange views on the current political situation and priorities ahead of the 2026 General Elections.
Discussions underscored the importance of maintaining constructive political dialogue at all levels of governance, strengthening democratic institutions, respecting the rule of law and fostering an environment conducive to inclusive and peaceful democratic processes.
Ambassador Holtzapple also encouraged responsible public discourse throughout the election period.
The Head of Mission emphasized the Mission's commitment to supporting an inclusive, peaceful and credible electoral environment through dialogue with all political stakeholders and improved election integrity based on use of new technologies.
The visit also focused on the Mission's ongoing co-operation with Republika Srpska institutions in areas including legislative support, security and small arms and light weapons control, education, youth participation in public life and the prevention of domestic violence. Ambassador Holtzapple reaffirmed the Mission's readiness to continue providing expertise and practical assistance within its mandate to support democratic governance and institutional development.

Through dialogue, co-operation and practical assistance, we will continue to support and democratic governance, security and respect for human rights for the benefit of all members of society," Ambassador Holtzapple said.
