On 4 and 5 June 2026, a training course entitled "Cybercrime in Information Technologies: From Detection to Judicial Decision" was held in Bukhara. The event was organized by the OSCE Project Co-ordinator in Uzbekistan in partnership with the Law Enforcement Academy of the Republic of Uzbekistan. Twenty judges and chairpersons of district and city criminal courts from the Bukhara region participated in the training.
Cybercrime - ranging from online fraud and data theft to account hacking and attacks on information systems - remains one of the most pressing challenges of the digital age. The investigation and adjudication of such offences require judges to possess specialized knowledge and a solid understanding of the digital environment.
During the training, participants strengthened their knowledge of key aspects of combating cybercrime, including the investigation and prosecution of cyber-related offences, the handling of digital evidence, and the fundamentals of digital forensics. Particular attention was given to blockchain technologies, crypto-assets, cybercrime in the darknet, and international co-operation in investigating transnational cyber offences.
The programme also covered the practical aspects of adjudicating cybercrime cases, including admissibility and evaluation of digital evidence in court proceedings, as well as human rights considerations.. The course aimed to strengthen judges's professional capacity to effectively respond to evolving cyber threats.
The event formed part of a series of training activities implemented under the OSCE project "Development of national capacities to counter Cyber/ICT threats." A similar course was previously held in Samarkand, with additional trainings planned in Andijan, Gulistan, Jizzakh, Nukus, and Khiva in the coming months.
