OSCE Trains Transport Sector on Kartoteka System

On 7 and 8 October, the OSCE Programme Office in Dushanbe (POiD), in partnership with the Ministry of Transport of the Republic of Tajikistan, organized a two-day learning course on the use of the accounting system of the "Kartoteka" information system for employees of the Ministry of Transport. 57 employees of the Ministry from across Tajikistan, including 12 women and 45 men participated in the course. It familiarized participants with the "Kartoteka" information system and its financial module, as well as strengthened their practical skills in using the system to manage material and technical resources and other assets.

Over the two days, participants learned about the structure and functionality of the system, including its warehouse and financial modules. The course covered procedures for entering and managing information on goods and materials, recording goods receipts, transfers and write-offs, working with funding sources and financial transactions, and generating and using financial reports. Practical exercises enabled participants to apply the system's functions directly and strengthen their skills.

The course was opened by Mr. Suhrob Yoqubzoda, Deputy Minister of Transport, and Mr. Fejzo Numanaj, Acting Deputy Head and Officer-in-Charge of the POiD.

Mr. Suhrob Yoqubzoda highlighted the expected benefits of integrating the system into the Ministry's daily work:

"The introduction of the 'Kartoteka' system into the daily activities of the relevant institutions will produce significant results and contribute to further improving the management of material and technical resources and road infrastructure assets."

In his opening remarks, Mr. Fejzo Numanaj emphasized the broader importance of effective digital systems for public resource management:

"What you learn is more than software. You will be responsible for the system that protects public resources, builds public trust and helps keep the country's roads, vehicles and infrastructure safe and accountable for the people who rely on them every day."

The opening concluded with a ceremony during which the Ministry of Transport presented a token of appreciation to the OSCE in recognition of its support.

Since 2023, the POiD has supported the Ministry of Transport's Centre for Digitalization of the Transport Sector in developing the Kartoteka digital platform for managing the Ministry's assets, and contributing to better governance, transparency and conflict prevention in the transport sector.

The OSCE remains committed to working with the Ministry of Transport towards a transport sector in Tajikistan that is safe, efficient and transparent.
