Police and emergency services responded to reports of a single vehicle crash in Eldorado on Saturday night.
Investigators have been told five people were travelling in a Volkswagen utility when they stopped and got out of the car on Lonies Gap Road near Mulls Track about 10.45pm.
One of the males got back into the car and started to drive the vehicle before it rolled and crushed one of the men.
The man, who is yet to be formally identified, died at the scene.
The driver, an 18-year-old man, ran from the area and was located at a nearby campsite.
He remains in police custody.
The remaining three people, two men and a woman, remained at the scene and are assisting police with their investigation.
Detectives from the Major Collision Investigation Unit are heading to the scene to investigate the exact cause of the crash.
