Summary
Stats NZ collects Disability Support Services (DSS) SOCRATES data from the Ministry of Social Development (MSD) by agreement with the Statistician under Section 22(c)(i), without a request having been made under Section 23 or 26, as the Statistician considers the data desirable for research under Part 5 of the Data and Statistics Act 2022. MSD is authorised to provide this data under section 32 of the Data and Statistics Act 2022.
SOCRATES is a national database that contains information about Disability Support Services (DSS) clients and service providers as entered by Needs Assessment Service Coordination organisations (NASC) during their assessment and coordination activities. The data is collected from disabled people who are accessing Ministry-funded disability support services. The DSS SOCRATES database includes all clients who have been assessed by NASC for eligibility to access Ministry-funded disablity support services. This includes people of all ages (including children and elderly people). The dataset also includes information about those who have completed a needs assessment but were ineligible for disability support services.

Services included within SOCRATES are:
- home and community support
- carer support
- community residential
- supported living and respite.
It is important to note that this report excludes people receiving the following Ministry-funded services as they are not recorded in the SOCRATES database:
- equipment and modifications
- child development
- assessment, treatment, and rehabilitation
- behaviour support.
It is important to note that the data is based on information about services allocated to people by the Needs Assessment Service Coordination organisations. It is not based on services used. The number and type of services provided is determined by an individual's needs following assessment. Services provided may be reassessed and changed with time as an individual's needs change.
MSD have informed Stats NZ that this data should contain information about approximately 53,000 unique individuals, with an additional 200−300 referrals to DSS a month.
Stats NZ plans to collect this data three times a year.
Once collected, Stats NZ may link this data, containing identifying information about the individuals, to form integrated sets with other data collected by Stats NZ containing information about the same individuals. This includes integrating the data into the Integrated Data Infrastructure (IDI), for access by approved researchers under Part 5 of the Data and Statistics Act 2022.
Once collected, Stats NZ may use the data for the production of official statistics.
Once collected, Stats NZ must ensure that all disclosure, including publication, of this data complies with the Statistical Confidentiality requirements in the Data and Statistics Act 2022.
