Proposed 2026 Updates To NGER Scheme

Dept of Climate Change, Energy, Environment & Water

You are invited to have your say on proposed amendments to the National Greenhouse and Energy Reporting (NGER) scheme.

The NGER scheme is Australia's national system for reporting:

  • greenhouse gas emissions
  • energy consumption
  • energy production by Australian corporations.

The scheme underpins the operation of the Safeguard Mechanism. It informs climate and energy policy development.

The proposed amendments would apply to reports relating to the 2026-27 and later financial years.

The proposed amendments cover the following sources:

  • Renewable fuels including co-processed liquid fuels.
  • Fugitive emissions from coal mines and oil and gas, including:
    • updating the Australian Standard for gas desorption testing under Method 2 for estimating emissions from the extraction of coal from open cut mines
    • updating Method 2A for flared emissions of methane and nitrous oxide from oil or gas exploration and development
    • expanding the availability of Method 2B (mass balance approach) for flared emissions from gas extraction and development sources
    • updating Method 2 for emissions from natural gas transmission
    • updating Method 3 for emissions from natural gas distribution to account for hydrogen content.
  • emissions of methane released from landfills.
  • scope 2 emissions.

The consultation also provides an update on the NGER scheme forward work program, covering:

  • review of Method 2 for estimating fugitive emissions from open-cut coal extraction
  • the Expert Panel on Atmospheric Measurement of Fugitive Methane Emissions
  • controlled Methane Release Study.

To have your say:

  • read the consultation paper and exposure draft amendments
  • provide your feedback by lodging your submission.

The consultation closes 5:00pm AEDT Friday 8 May 2026.
