Marking a new era for the Queensland Police Service's leadership team and future of policing, three new Deputy Commissioners have been announced today, 31 October 2025.
Commissioner of Police Steve Gollschewski said the appointments are a vital step towards achieving the QPS' vision and delivering better outcomes for the workforce and community.
"Having a unified and experienced leadership team is critical to the future of the Queensland Police Service," Commissioner Gollschewski said.
"The new Deputy Commissioners bring a broad range of experience and insights that will help support our people deliver for the community.
"I am incredibly confident in our leadership team's ability to drive meaningful change, empower the workforce and build a stronger, more responsive organisation.
"To keep the community safe and help them feel safe, we will stand together and support our people across the QPS."
The recent retirement announcement of Deputy Commissioner Shane Chelepy created an additional Deputy Commissioner vacancy.
The new Deputy Commissioners are:
- Deputy Commissioner People and Assets, Mark Kelly
- Deputy Commissioner Disaster and Emergency Management, Chris Stream
- Deputy Commissioner Regional Operations, John Tims.



Deputy Commissioner People and Assets, Mark Kelly
Deputy Commissioner Mark Kelly has more than 36 years' experience within the QPS, including senior leadership across regional, operational and specialist portfolios.
As Acting Deputy Commissioner, Regional Operations for more than 18 months, he led state operations overseeing community safety, resource management and regional performance. Mr Kelly has extensive experience in organisational reform, stakeholder engagement, and workforce capability development.
Deputy Commissioner Disaster and Emergency Management, Chris Stream
Deputy Commissioner Chris Stream has more than 34 years' experience within the Queensland Police Service, including extensive executive leadership across policing, emergency management and public safety reform.
As Acting Deputy Commissioner for Disaster and Emergency Management for more than 10 months, Chris led statewide disaster responses and recovery coordination, major capability programs and strategic governance initiatives. Mr Stream's leadership focus is on organisational transformation and system-wide resilience to ensure sustainable and effective public safety outcomes across Queensland.
Deputy Commissioner Regional Operations John Tims
Deputy Commissioner John Tims is a senior policing executive with more than 38 years' experience in law enforcement, governance, and organisational transformation.
As Deputy Commissioner of the New Zealand Police, he led national operations across 12 districts, overseeing more than 10,000 staff and delivering major reforms in culture, accountability and performance. Since leaving the New Zealand Police, John continued to advise on justice, governance and organisational resilience, serving on New Zealand's Ministerial Advisory Group for agencies across the Pacific and government sectors.
