Sanctioning Actors Supporting Iran-Aligned Militia Groups In Iraq

Department of State

Today, the United States is sanctioning a network of eight individuals and entities for their support to Iran's Islamic Revolutionary Guard Corps (IRGC), the IRGC's Quds Force (IRGC-QF), and two Iran-aligned militia groups (IAMGs) in Iraq that are Foreign Terrorist Organizations, Kata'ib Hizballah (KH) and Asa'ib Ahl al-Haq (AAH). These actions disrupt illicit funding streams financing Iran's malign activities, including Iran's exploitation of and interference in Iraq's economy, and safeguard Iraqi resources from graft and corruption.

The United States remains committed to countering Iran, the world's leading state sponsor of terrorism, and disrupting IAMGs from conducting attacks against U.S. personnel and facilities. We will use all tools at our disposal to hold the Iranian regime accountable for its destabilizing and malign activities that undermine international peace and security.

Today's action is being taken pursuant to Executive Order (E.O.) 13224, as amended, the counterterrorism sanctions authority. This action builds on OFAC's July 3 and September 2, 2025, actions targeting individuals, entities, and vessels that have exploited Iraqi territory to smuggle Iranian oil fraudulently sold as Iraqi oil, as well as the Department of State's September 17, 2025
