Background:
The state government has announced its intention to break up their Justice Legislation Further Amendment (Miscellaneous) Bill 2025, take out proposed reforms to hate speech laws, and put a new Bill to Parliament that only deals with hate speech enforcement.
In splitting the Bill, the state government is essentially blocking the Parliament from considering Amendments that would have given the Independent Broad-Based Anti-Corruption Commission tougher powers.
The new hate speech Bill will simply remove the requirement for Victoria Police to seek approval from the Director of Public Prosecutions before pursuing a charge.
When the state government included that approval process in the initial laws, the Liberals and Nationals strongly argued the provision would stop the laws working. We have called for these laws to be fixed, and we will make sure that the new Bill passes Parliament with haste.
