Stronger Voice For Employers In Eastern Libya

From 12 to 16 October 2025, the Tobruk Chamber of Commerce, Industry, and Agriculture hosted a national training workshop in Tobruk to strengthen the institutional capacity of employer and business membership organizations (EBMOs) in the Tobruk Region in the East of Libya.

Organized with the support of the ILO Bureau for Employers' Activities (ACT/EMP) and with financial contributions from the ILO Country Office in Algeria, the workshop brought together 11 participants, including five women, from the Tobruk Chamber and partner institutions. Participants represented the private sector, academia - including the United Libyan European University and the University of Tobruk - and public bodies such as the Ministry of Finance and the Ministry of Water.

The five-day training aimed to equip participants with practical tools and knowledge to enhance EBMO governance, advocacy, membership expansion, communication, and service delivery. These capacities are key to building more effective and representative organizations that can play a stronger role in national development and policy dialogue.

The programme also introduced participants to the ILO's history, governance, and normative framework, including international labour standards and supervisory mechanisms, helping them better understand how employer organizations contribute to shaping fair and productive labour markets.

Strengthening employer organizations in regions like Tobruk is essential for supporting economic recovery and private sector growth in Libya. Well-functioning business organizations help entrepreneurs voice their needs, create decent jobs, and contribute to a more stable and inclusive labour market.

The Tobruk Chamber's strong commitment and logistical support were instrumental to the success of the event. The workshop marks an important step in reinforcing the Chamber's leadership and its capacity to support employers in navigating Libya's evolving economic landscape.
