
Older people within Frankston City Council will continue to receive high quality, trusted care and support, with Kingston Council's aged care service to take on selected services for Frankston City's Commonwealth Home Support Program (CHSP) clients.
The transition will take place on 1 July 2026, providing stability and continuity for older residents who rely on these essential services. Services which may be supplied include personal care, domestic assistance, respite care, social support individual (escorted shopping) and home maintenance and modifications.
AccessCare, Kingston Council's aged care service, has been supporting local seniors for more than 30 years and is widely respected for delivering high-quality, person-centred care. AccessCare will step in to ensure a smooth and well supported transition for Frankston City Council clients, who will continue to receive their current care and will also gain access to the Support at Home program which offers flexible higher levels of care as needs change over time.
Frankston City Council announced in November 2025 that it would withdraw from delivering selected CHSP services as part of its aged care support. These changes align with national aged care reforms, which are changing how aged care services are funded and delivered across Australia.
While Kingston will take on selected Commonwealth Home Support Program services across Frankston City, Frankston City Council will continue to deliver key services including delivered meals (Meals on Wheels), group social support (outings program) and community transport.
Both councils are committed to ensuring local seniors continue to have access to trusted, high-quality care to help support them stay in their homes as long as possible.

Supporting clients and staff
Frankston City Council's dedicated Community Care Transition Team has been established to support clients through the change– which can be as simple as transferring their service to AccessCare.
Frankston City Council's Aged Care staff are encouraged to apply for new roles at AccessCare to help provide continuity of care.
