About the team and what we offer

The Climate Change Authority (CCA) is an independent statutory body established to provide balanced, expert, evidence-based advice to the Australian Government on climate change, including through conducting regular and specifically commissioned reviews and through undertaking climate change research.

The Corporate Services Team works collaboratively as a multidisciplinary team to provide strategic and operational services and advice across the agency's finance, procurement and human resource functions and maintain the Authority's corporate governance framework and compliance. The team are also responsible for all security matters across the Authority including ICT and facilities management.

The Assistant Manager, Procurement, Governance and Risk will provide procurement expertise, strategic direction and high-level advice. They will manage procurement arrangements and have in-depth knowledge of the governance and compliance function and will be responsible for the implementation, compliance and review of policies and procedures relevant to the Authority.

Our ideal candidate

  • Demonstrate ability in implementing and conducting assurance activities within an organisation.
  • Demonstrate a sound understanding of the policies of the Australian Government, including the PGPA Act, in particular the Commonwealth Procurement Rules and procurement connected policies.
  • Comprehensive knowledge and understanding of contemporary business planning and project management techniques.
  • Demonstrate experience in team development, effective communication and contract management.
  • Show initiative and be adaptable to the dynamic and changing environment.
  • Demonstrate planning and organisation skills, with a proven ability to deliver outcomes within time and budget constraints.
  • Demonstrate conceptual and analytical skills to research, analyse and develop and implement solutions to complex business processes and systems to deliver results.
  • Experience in governance frameworks, principles of governance and the underlying pillars of Assurance, Risk and Risk Management, Probity and Quality Improvement is desirable.
  • Demonstrate strong written and verbal communication and interpersonal skills including good influencing skills and proven ability in writing and editing high level documentation and reports.
  • Demonstrate strong stakeholder engagement skills with proven ability to build and maintain working relationships with diverse internal and external stakeholders.
  • Well-developed interpersonal skills that foster trust and cooperation, and a proven ability to work effectively and with integrity within a politically sensitive environment.
  • Ability to work in a fluid environment, remaining flexible, agile and adaptable supporting colleagues at short notice.

What you will do

The successful applicant will:

  • Identify a comprehensive list of government reporting requirements.
  • Work collaboratively with the shared service provider to manage ICT and cyber security for the Authority.
  • Work collaboratively to deliver governance and compliance activities achieving a holistic approach to enabling services for the Authority including Freedom of Information, Public Interest Disclosure and Fraud.
  • Identify, mitigate and escalate risks to enable the organisation to meet its obligations.
  • Monitor and review governance and compliance policies and procedures and identify risks of non-conformance compliance activities.
  • Implement and contribute to the development of contract management plans, resolve issues, monitor performance and negotiate contract variations through effective supplier relationships to enhance business outcomes.
  • Provide advice, information and guidance on procurement related matters to staff across the agency to provide governance and support good practice in procurement.
  • Keep up to date with procurement policy, processes and legislation and building knowledge of the business and supplier markets, and developing, implementing, and reviewing business processes, standard operating procedures (SOPs), templates and other documentation to ensure continuous improvement and best practice processes.
  • Ensure compliance with relevant legislation and regulatory frameworks as well as Commonwealth and agency policies and procedures, including but not limited to the PGPA Act, PGPA associated instruments and policies, Commonwealth Procurement Rules, and Indigenous Procurement Policy.
  • Lead financial activities related to contracts, vendor management and vendor payments.
  • Provide timely and accurate procurement reporting, including publishing on AusTender and meeting requirements of the Department of Finance.
  • Compliance reporting in accordance with Authority policy and legislation.
  • Supervise, guide and mentor more junior staff within the Corporate team.

Eligibility

To be eligible for employment in the APS and the department, applicants must:

  • Be an Australian citizen or going to be granted Australian Citizenship before commencement. You may be asked to provide evidence of this.
  • Undertake a pre-employment security assessment and subsequent security clearance. All staff are required to have a minimum baseline security clearance however some roles will require a higher level security clearance. If you are offered a role and do not have a current security clearance, we will work with you to arrange for this to be undertaken.
  • Be medically fit to undertake the duties of the job.

Security clearance

This position requires a Baseline security clearance. The successful applicant will be required to obtain and maintain a clearance at this level.

Notes

This is an ongoing role. The Authority offers Individual Flexible Arrangements when appropriate and for the most suitable applicant. There are opportunities to consider Flexible Working Agreements.

This process is being used to fill roles that are either non-ongoing or on-going vacancies in the Authority. A merit pool may be established and used to fill future vacancies within the Authority over the next 12 months.
