TRC Trials Longer Millmerran Waste Hours, Bins

Toowoomba Regional Council (TRC) has this week resolved to trial expanded hours at the Millmerran Waste Management Facility and seek the views of the community in potentially expanding the current kerbside bin collection across the Millmerran district.

At this week's (July 15, 2025) Ordinary Meeting of Council, Councillors endorsed a resolution that will see the operating hours of the Millmerran Waste Management Facility expanded until the Region's new Waste Strategy is decided.

Residents who currently do not have a kerbside bin collection service in the Millmerran district will also be given an opportunity to express their interest in having the red and yellow bin collection service expanded into their area.

The endorsed motion was as follows:

That Council, in response to the feedback obtained from the community, approve:

  1. An increase to the operational hours at the Millmerran Waste Facility as a trial, commencing 4 August, 2025. The period of the trial will conclude with the adoption of Council's revised Waste Strategy to be presented to Council on or before the February 2026, Ordinary Meeting of Council.
  1. The operational hours over the term of the trial will be:
    • Monday - 1pm to 5pm,
    • Tuesday - 8am to 1pm,
    • Wednesday - 8am to 12noon,
    • Thursday - 12noon to 5pm,
    • Friday - 1pm to 5pm, and
    • Saturday and Sunday - 10am to 5pm.

This option will provide a total of 36 hours per week of access.

  1. Additional budget be allocated to Water & Waste of $30,000 over an anticipated 30-week trial period.
  1. That an Expression of Interest is sought from the Community affected by the removal of the waste stations for the expansion of the current Kerbside Bin Collection area subject to:
    1. Council's contractor's ability to expand the service area;
    2. Residents within expanded area paying the additional $327.42 per annum charge, in accordance with Councils Fees and Charges; and
    3. The majority of residents (51%) included in the expanded service area accept the new service.
  1. That the following activities occur to communicate this motion to the impacted community:
    • Flyers to be distributed to the community and corflutes erected at the remediated bin station sites advising:
      • New Millmerran Waste Facility trial operating hours and;
      • Kerbside collection service Expression of Interest.
