Item 2: Interactive dialogue on the High Commissioner's report on the Occupied Palestinian Territory. Statement not delivered due to time constraints.
Mr President,
The United Kingdom thanks the High Commissioner for his report.
We remain gravely concerned by the continuing humanitarian crisis in Gaza. Civilians must be protected, and aid must be able to enter safely, rapidly and at scale. We note the report's findings on the impact of hostilities on essential services, movement restrictions, and the severe constraints on humanitarian access.
We are also deeply worried by the situation in the West Bank, including East Jerusalem. Settler violence, restrictions on movement, and pressures on civic space are contributing to an increasingly unstable environment. All parties must take urgent steps to reduce tensions.
We are witnessing an all-time high of Israeli settlement expansion, in flagrant breach of international law, and trends which take Palestinians and Israelis further from peace.
The UK will continue to work with international partners to stabilise conditions, ease humanitarian suffering, and support a credible political horizon. The 20 Point Plan must be implemented quickly to help lay the foundations for a just and lasting peace, grounded in a negotiated two‑state solution.
High Commissioner. What immediate steps do you recommend to improve humanitarian access and civilian protection across Gaza and the West Bank?
