On Tuesday and Wednesday (10-11 March 2026), senior officials from the State Emergency Service of Ukraine (SESU) visited NATO HQ to brief Allies on crisis management, resilience-building, and civil-military cooperation to keep citizens safe.
NATO Secretary General Mark Rutte welcomed the group and paid tribute to Ukraine's rescue services and first responders for their bravery, hard work and resolve.
The visit highlighted NATO's continued support for Ukraine with military, political and humanitarian assistance, while also creating opportunities to learn from Ukraine's experience, and to support Allies' own crisis preparedness.
The Ukrainian delegation, led by the Deputy Head of SESU, Major General Volodymyr Demchuk, engaged with NATO experts to discuss future cooperation in meeting Ukraine's ongoing needs caused by Russia's brutal war. This includes capabilities for emergency response, post-war reconstruction, counter-terrorism, Chemical, Biological, Radiological and Nuclear (CBRN) defence, critical infrastructure protection, early warning systems, and host nation support requirements.
NATO continues to provide practical support to Ukraine, including in cooperation with SESU. Most recently, in September 2025, 21 SESU rescuers participated in the EADRCC's latest emergency management field exercise in Bulgaria. NATO also provides support to Ukraine through the Comprehensive Assistance Package (CAP), an overarching framework which covers urgently needed, non-lethal military assistance based on Ukraine's requests for support, and longer-term capacity-building projects designed to assist Ukraine with its reforms in the defence and security sector and post-war recovery.
