Georges River Council is encouraging residents to review the Principal Certifier and Council Responsibilities Policy 2024. It explains the roles and duties of certifiers, Council, builders, and property owners in development. It helps people know who handles what during a building project.
As Private Certifiers are overwhelmingly being used for building works, the community needs to know who handles what. It's also important to understand how to raise concerns when issues arise.
A Principal Certifier is a qualified expert from Council or a private company. They are appointed by the property owner before construction begins.
Responsibilities include:

Issuing development certificates.

Conducting mandatory inspections.

Ensuring compliance with approved plans and the National Construction Code.

Managing complaints.

Uploading certification documents to the NSW Planning Portal.
When a Private Certifier is appointed, Council isn't involved in day-to-day site supervision. However, Council retains enforcement powers and will act in specific circumstances, including:

When there is an immediate threat to life, safety, property or the environment.

When a Written Direction Notice has not been complied with.
Subsequently, Council also has the authority to:

Issue stop-work orders.

Issue fines.

Pursue legal action where necessary.
