Updates have been made to the Cross Border Travel General and Associated Directions in South Australia.

Cross Border Travel - General No 2

The Cross Border Travel-General No 2 Direction comes into effect at 12.01am on Sunday 11 July 2021.

Minor amendments have been made in relation to the Cross Border Travel – General Direction to clarify some definitions. The majority of updates are described below however please see the Direction for minor wording changes:

Definitions

  • The general cross border corridor definition has been defined as:
    • The New South Wales cross border corridor which is 100km east of the border between South Australia and New South Wales.
    • The Victorian cross border corridor which is the 70km east of the border between South Australia and Victoria.

Level Updates

  • The following changes have been made to Level 1 and Level 2 requirements:
    • Level 1- A person must now only submit to a COVID-19 test within 24hrs of their arrival in SA and must not enter a high risk setting until they have received the negative test.
    • Level 2- A person must submit to COVID-19 testing on 24hrs and on days 5 and 13 after their arrival in SA. They must quarantine until they receive their first test.
    • All other levels remain the same.

Transiting Passengers and Travel into SA

  • The provisions for transiting passengers have been updated. A person is permitted to transit through the restricted areas to get to the airport or their destination provided: they travel the most direct and practical route; wear a face mask the entire time they are in the airport or come in contact with people; and do not leave the airport before boarding their onward flight. This includes those people arriving on another flight, but cannot leave the airport between flights. People will be subject to the level restrictions imposed on their state origin upon entry.
    • A person who has completed 14 days of supervised quarantine interstate in a restricted zone is permitted to immediately travel to SA provided they follow the transiting provisions and will not have any restrictions providing they have not stayed the restricted zone.
    • Any person who has been overseas and completed their 14 day supervised quarantine interstate in a restricted zone and travel to SA must submit to a COVID-19 test on day 17 of their arrival into Australia. In relation to COVID-19 testing if testing is to occur on the 17th day after a person's arrival in Australia the day of arrival is not to be counted.
  • A person arriving in SA must ensure their contact details are captured by the approved contact tracing system at any relevant airport (including Adelaide Airport), aerodrome, bus or rail terminal in the state.

Essential Traveller Updates

  • The following Essential Traveller provisions have been updated:
    • Category 1 and 2- Remote or Isolated Workers must ensure that their employer has applied a risk mitigation strategy during periods of work in accordance with a risk mitigation plan (which must comply with any guidelines issued by the Chief Public Health Officer or a Deputy Chief Public Health Officer and be produced on request by an authorised officer).
    • Category 1 – Cross Border Community Members are now:
      • People who are ordinarily residents in SA or in the NSW cross border corridor and who have reasonable cause to travel across the border for any purpose, provided the person remains in the cross border corridor while not in SA.
      • Residents of SA or VIC cross border corridor who have not travelled outside of the corridor on the VIC side within the last 14 days, who have not associated with other people from a restricted zone (other than those also in the corridor) and who have reasonable cause to travel across the border are deemed to be a Cross Border Community Member. (Note- this is not currently in place given that there are currently no restrictions for travellers from VIC.)
      • For the avoidance of doubt, this clause does not apply to a person who is ordinarily resident in SA if the person is entering SA after travelling in a restricted zone outside of the cross border corridor.
    • Category 2- Specialist Workers in essential sectors must ensure that their employer has applied a risk mitigation stagey during periods of work in accordance with a risk mitigation plan (which must comply with any guidelines issued by the Chief Public Health Officer or a Deputy Chief Public Health Officer and be produced on request by an authorised officer).

Cross Border Travel – Associated No 27

The Cross Border Travel-Associated No 27 Direction comes into effect at 12.01am on Sunday 11 July 2021

The following restrictions apply in relation to restrictions for people travelling from Western Australia and Northern Territory. The following changes apply:

Western Australia and Northern Territory

  • People in South Australia before 12.01am 11/07/21- People arrived in SA prior to 12.01am on Sunday 11 July 2021 having been in Western Australia or Northern Territory must continue to comply with their Level 3 restrictions including testing on days 1, 5 & 13.
  • People arriving in South Australia after 12.01am 11/07/21- People arriving in South Australia from Western Australia or Northern Territory after 12.01am Sunday 11 July 2021 are not subject to any restrictions.

Restrictions in relation to Queensland, New South Wales, Australian Capital Territory are still in place and have not changed.

Cross Border Travel Registration Form

  • All travellers coming to South Australia must first complete a Cross Border Travel Registration, irrespective of where they are travelling from.
  • Travellers must complete a separate Cross Border Travel Registration for each person in the travelling party including all children.
  • The South Australia Police are experiencing a large volume of Cross Border Traveller Registration. To prevent impost upon your travel arrangements please make your application at least 7 days before you travel.
  • If you are travelling from a restricted zone, your application should relate to one of the Essential Traveller Categories or as a Permitted Arrival (returning SA resident, those genuinely relocating, or people escaping from Domestic Violence (including a person providing support).
  • If you choose to travel before you receive your Cross Border Travel approval, you must bring a copy of your Essential Traveller number and documentation supporting your applications. Please be aware that if you choose to travel before your Cross Border Travel has been approved, be aware that you may not be granted entry to South Australia.
