Cross Border Travel Associated Direction

The Emergency Management (Cross Border Travel - Associated Direction No 44) (COVID-19) Direction 2021 has been revoked and replaced by the Emergency Management (Cross Border Travel - Associated Direction No 45) (COVID-19) Direction 2021. This Direction came into effect at 12.38pm on Friday 27 August 2021.

Key changes include amendments to testing, vaccinations and prohibiting travel for travellers passing through from restricted locations:

Arriving by Air: All essential travellers from the ACT, NSW or Victoria (apart from people who are ordinarily resident in the Victorian cross border corridor and essential travellers who are commercial transport and freight workers and or emergency services workers) must produce evidence of a COVID-19 test within 72 hours before their arrival in South Australia.

Arriving by any other means: All essential travellers from the ACT, NSW or Victoria (apart from people who are ordinarily resident in the Victorian cross border corridor and essential travellers who are commercial transport and freight workers and or emergency services workers) must produce evidence of a COVID-19 test within 72 hours before their arrival in South Australia OR if an authorised officer is satisfied a person could not reasonably undertake a test, must complete COVID-19 testing on day 1, 5, and 13 and quarantine as per their arrival Level (4 or 5).

Victorian Cross Border Community members and Emergency Services workers are not required to submit to COVID-19 testing provided they comply with the clauses in the Cross Border Travel General No 2 and Associated No 45 Directions.

Commercial transport and freight have different requirements as follows:

Commercial Transport and Freight services (CTFS) – as defined in Cross Border Travel General Direction, Sch 3 and 8; includes air, maritime and other sectors not identified below;

Commercial Transport and Freight workers (CTFW) – as defined in Cross Border Travel Associated Direction No 45, includes road or rail sector on a commercial basis and support workers as defined in the Direction:

From 12.01am on 24 September 2021, all essential travellers aged 18 and above arriving from the ACT, NSW and Victoria must produce evidence of having received at least 1 dose of a Therapeutic Goods Administration (TGA) approved COVID-19 vaccine in order to be permitted to enter South Australia.

A person who is unable to produce the evidence may only enter South Australia with an exemption from the Department for Health and Wellbeing.

Travellers from NSW, ACT and Victoria are now prohibited (level 6) from Passing Through South Australia to arrive in another State or Territory.

Other existing requirements remain.

Activities Associated Direction

The Emergency Management (Activities - Associated Direction No 11) (COVID-19) Direction 2021 has been revoked and replaced by the Emergency Management (Cross Border Travel - Associated Direction No 12) (COVID-19) Direction 2021. This Direction came into effect at 12.33pm on Friday 27 August 2021.

This Direction amends a Private Function and Private Activity. Private Functions can only be held at a premise which has an ongoing liquor license. Private activities with short term liquor licenses remain capped at 50 people in a non-residential location and 20 at a residence.

Other existing requirements remain.
