Updated Public Activities Direction 28 June 2021, South Australia

Updates have been made to the Public Activities and the Residential Aged Care Directions in South Australia.

The Public Activities No 25 Direction comes into effect at 12.01am on Tuesday 29 June 2021.

The following restrictions apply in relation to public activities, density requirements and functions/events in South Australia. Please note that further detail can be found in the Direction. The following changes apply:

Density RequirementsThe following density requirements apply:

  • Indoor or Outdoor Place- 1 person per 2 square metres

People must use their best endeavours to implement physical distancing and remain 1.5m from people they do not know.

Note- The occupier/owner of a place must calculate the density requirements based on the space available for members of the public to use for the defined activity (not including bathrooms etc). This does not include staff areas and staff who are working are not calculated in the capacity number.

Gathering ProvisionsThe following gathering provisions apply:

  • Gathering/Function at a Relevant Licenced Premises (eg wedding, funerals, party)- 1 person per 2 sqm and the capacity is defined by the space.
  • Private residence- Up to 150 people per house. However, people are required to have an approved COVID-19 Safe Plan between 51-150 at a residence. The 1 person per 2 sqm applies.
  • Gathering/Function at a Private Place- 150 people maximum, 1 person per 2 sqm.
  • Cinema, theatres and performance venues withfixedseating- Maximum of 75% of normal occupancy. Masks must be worn when the capacity is between 50% and 75% of the normal occupancy.

Note- Children and infants of any age are counted in the above gathering and density provisions.

Consumption of Food and BeveragesFood or beverages which are served for consumption at venues (including pubs, cafes, clubs, restaurants, wineries, etc.) must be consumed whilst seated when indoors. Food and beverages can be consumed whilst standing or seated when outdoors. Communal food and beverages are not permitted. If people are sitting at a bar there must be no food preparation taking place.

Dancing

Dancing is not permitted in a nightclubs and relevant licenced premises.

Singing

Singing is not permitted at indoor premises (no including residential premises) except for:

  • Where the singers are performers (not including karaoke) and they are performing in the indoor place or are rehearsing;
  • The premises are an educational establishment; and
  • The singers are undertaking or providing a lesson.

Gathering/Function at a Relevant Licenced Premises

A gathering or function at a relevant licenced premises (eg wedding, party, funeral or any other function) held at licensed premises.

  • The maximum number of people permitted is defined by the density provision of 1 person per 2 square metres.
  • Communal food and beverage areas are not permitted. Food consumed indoors must be done so while seated.
  • Dancing is not permitted.
  • Singing is not permitted indoors.

Gathering/Function at a Private Place

A gathering or function at a private place (eg wedding, party, funeral or any other function) which held at private place for example is a privately hired hall, farm used for commercial purposes etc (this does not include a licensed premises, residential premises).

  • The maximum number of people permitted is 150 and the density provision of 1 person per 2 square metres applies.
  • Communal food and beverage areas are not permitted. Food consumed indoors must be done so while seated.
  • Dancing is permitted.
  • Singing is not permitted indoors.

Shisha/Hookah

Shisha/Hookah is not permitted however; these venues are still permitted to operate in serving food or beverages providing they adhere to the relevant restrictions.

Fitness, Recreation Activities and SportFitness, recreation activities and sport are permitted but must a COVID Safe Plan is required, the 1 person per 2sqm applies, contract tracing is required and a COVID Marshal is required for Gyms/Fitness Centres/Swimming Pools.

Health Care, Residential Care, Disability Support or Aged Care ServicesMasks must be worn in defined health care, residential care, disability support or aged are services. A mask which covers the nose and mouth must be worn by all people including: care providers, patients, clients, residents, admin and other staff, employees, visitors, students, contractors and any other person when they are in the presence of other people.

Note- a person is exempt where; the mask will hinder the care which is being provided, there is a medical condition, communication with a person who is deaf or hard of hearing is required, the person is under 12 and the person is a live in staff member or a resident of a residential care facility.

Personal Care ActivitiesPeople providing personal care services must wear a mask covering their mouth and nose if they are providing these services at hairdressers, barbershops, beauty and nail salons, tattoo parlours, wellness centres/day spas/massage parlours, saunas/bathhouses and any other place which beauty therapy/tanning/waxing/piercing/body modification takes place.

Wearing of masks- It is highly recommended that South Australian residents should wear a mask when physical distancing of 1.5m cannot be observed, e.g. on public transport.

Members of the public are reminded that other restrictions in relation to COVID Management/Safe Plans, COVID Marshals, QR Codes and Physical Distancing still apply.

The Residential Aged Care No 37 Direction comes into effect at 12.01am on Tuesday 29 June 2021.

The changes are only in relation to restrictions within Residential Aged Care Facilities are:

  • Limits have been applied to Residential Aged Care Facilities where less than 70% of the residents are vaccinated against COVID-19:
    • Where less than 70% of the residents of a Residential Aged Care Facility have received a first dose of a COVID-19 vaccine, a resident is limited to two visitors per day.
    • Where 70% or more of the residents of a Residential Aged Care Facility have received a first dose of a COVID-19 vaccine, a resident can have unlimited number of visitors. Please note that this limit is what is included in the Direction and that further restrictions may be imposed at the discretion of the facility.
    • An operator is as far as reasonably practicable, required to maintain a record of resident vaccinations and must produce the record on request to an authorised officer.
