On July 10, 2026, the U.S. Department of Homeland Security (DHS) and the CARICOM Implementation Agency for Crime and Security (IMPACS) signed a Biometrics Data Sharing Partnership (BDSP) Memorandum of Cooperation (MOC) at the Embassy of Saint Kitts and Nevis in Washington, D.C.
This landmark arrangement advances U.S. national security by establishing a framework for sharing biometric information between the United States and CARICOM member states that offer Citizenship by Investment (CBI) programs. The MOC strengthens the United States' and CARICOM's ability to screen potential threats, including those exploiting CBI programs, before they reach American soil, closing a critical gap in the Western Hemisphere's security architecture. The MOC also marks a significant step by Caribbean countries in alignment with U.S. immigration integrity and border security standards.
The signing ceremony included senior DHS, White House Homeland Security Council, State Department representatives, CARICOM IMPACS leadership, and Caribbean missions to the United States representing Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.
