U.S. Gives $9.9B to Aid Ukraine Govt

This week, the United States, through the U.S. Agency for International Development (USAID), and in coordination with the Department of the Treasury and the Department of State, began disbursing $9.9 billion in direct budget support to the Government of Ukraine. This assistance, which has been made possible by Congress, represents the continued commitment of the United States government to supporting Ukraine as it defends itself from Russia's brutal and unprovoked invasion, and follows on the $13 billion in budget support the United States provided over the last year.

U.S. budgetary assistance will help Ukraine continue to deliver essential services and meet critical needs of its people amidst the Kremlin's brutal war. This funding allows the Government of Ukraine to supply emergency services for internally displaced persons and pay public employees across public institutions - from healthcare providers and first responders to education - who deliver critical services.

Russia's assault on the Ukrainian people has severely undercut economic activity and resulted in a deep contraction of the Ukrainian economy by over 30 percent in 2022, drastically reducing essential revenue streams. U.S. direct budget support, combined with assistance provided by other Allies and partners, ensures that the Ukrainian government can continue to carry out core functions and set the foundation for country's recovery. Ukrainians have proven their resolve, their resilience, and their determination to control their future. Through the delivery of these funds, the United States reaffirms its commitment to the people of Ukraine as they defend themselves against Russia's aggression.

To facilitate swift disbursement of funds to the Ukrainian government while ensuring accountability, U.S. direct budget support is disbursed through the World Bank, once expenses have been verified. This provides a layer of additional accountability - including monitoring, reporting, and audit requirements. Ensuring oversight of and accountability for U.S. taxpayer dollars for budget support and for all foreign assistance is a top priority. The Ukrainian government stands as our partner in ensuring this accountability and has demonstrated its commitment to transparency and accountability.

The United States government is committed to working together with our Allies and partners to help Ukraine defend its democracy against the Kremlin's aggression and, ultimately, emerge as a strong sovereign, independent, and prosperous society free to choose its own future.
