At its November Council meeting, Horsham Rural City Council voted to commit the funding required to reopen The Wesley, Horsham's much-loved performing arts venue which has been closed since December 2017.
Council's decision follows a highly successful community fundraising campaign to see the venue restored to its former glory. The outstanding efforts of the Wesley Committee saw local supporters raise $423,667 towards its restoration and reopening.
A feasibility study also determined that 15% of all Horsham Town Hall enquiries are referred to other smaller venues and spaces, which may be filled by the Wesley when it comes online.
A new quantity surveyor report commissioned in September 2025, along with updated quotes for staging, lighting, AV, security and other operational requirements, has placed the total project cost at $2.70 million. This is higher than the earlier estimate of $1.94 million from June 2024, reflecting industry-wide increases in labour and materials costs.
After deducting the community fundraising total, Council's financial contribution will be $2.28 million.
This commitment will be considered as part of Council's 2026/27 budget process, and once completed, the venue will be owned and operated by Council. Acting Mayor Cr Brian Klowss said the reopening of The Wesley represents a significant investment in Horsham's creative future.
"The community has shown incredible passion for bringing The Wesley back to life, and Council is proud to stand alongside them," Cr Klowss said.
"The fundraising effort has been extraordinary, and it clearly demonstrates how deeply The Wesley is valued."
Cr Klowss said the benefits will extend well beyond the arts sector.
"Reopening The Wesley will boost our local economy, with an estimated $300,000 a year in visitor spending flowing into our restaurants, accommodation providers and local retailers. It also opens the door for a wider variety of events, from small conferences to recitals and workshops, thanks to its flexible flat-floor layout and more affordable hire options."
Formerly Horsham Wesley Methodist Church, built in 1912, The Wesley was Victoria's only independent Performing Arts Centre when it opened in 1998.
Council expects the revived venue to significantly expand Horsham's cultural and event capacity while creating new opportunities for community gatherings, performers, businesses and visitors.
