A planning proposal, draft Development Control Plan (DCP) and draft Voluntary Planning Agreements (VPA) for the West Gables Precinct are currently on public exhibition.
The proposal seeks to expand the Gables Precinct and complete the urban development footprint in this locality, by facilitating residential development comprising approximately 1,260 low and medium density dwellings, open space areas and riparian corridors. Lot sizes are proposed to be 240m2 to 700m2. The following amendments are proposed to The Hills Local Environmental Plan 2019 to enable this outcome:
- Amend the Land Zone Map to rezone the sites from RU6 Transition to R2 Low Density Residential, R3 Medium Density Residential, RE1 Public Recreation and C2 Environmental Conservation;
- Amend the Minimum Lot Size Map to change the minimum lot size for the site from 2 hectares to 700m2 and 450m2; and
- Introduce a new Local Provision which caps the total number of dwellings at 1,260 and allows for lots to be 300m2 with the submission of a building envelope plan for development applications proposing subdivision of three or more lots.
Draft amendments to Part D Section 17 – Box Hill North of Council's DCP have also been prepared in association with the planning proposal to expand this section of the DCP to apply to West Gables. The development controls will guide development outcomes on the site and ensure that the intended built form and desired future character are achieved, consistent with the outcomes currently present in Gables.
Draft VPAs are also on exhibition, which secure local infrastructure contributions to be delivered in association with the site's development. The VPA offers secure a combination of land dedication, works and monetary contributions towards local infrastructure items, including open space, transport, community facility and water cycle management infrastructure, valued at approximately $120.95 million.
Council received a Gateway Determination for the planning proposal on 9 January 2025. Delegation for making the Local Environmental Plan has been issued to Council under the Gateway Determination.
