WASHINGTON, December 11, 2025 -The World Bank Group today announced the 24-month sanction of Kontrolmatik Teknoloji Enerji Ve Mühendislik A.Ş. ("Kontrolmatik"), a Türkiye-based engineering company, in connection with fraudulent and obstructive practices as part of the Emergency Operation for Development Project in the Republic of Iraq.
The project aims to support Iraq in the reconstruction of damaged infrastructure and the restoration of public services delivery in targeted municipal areas. Under the facts of the case, Kontrolmatik submitted fabricated past performance documents to meet bid requirements for a project-financed contract and impersonated a third party to verify these documents, and a Kontrolmatik employee subsequently impeded the World Bank's investigation by making false statements to investigators. These were fraudulent and obstructive practices under the World Bank's Anti-Corruption Framework.
The 24-month sanction period will consist of two phases. The initial 12 months will be in the form of a debarment with conditional release, which makes Kontrolmatik and any firms or individuals that it controls ineligible to participate in projects and operations financed by institutions of the World Bank Group. Provided that specified conditions have been met after 12 months, the remaining 12 months will be in the form of a conditional non-debarment, under which Kontrolmatik and its affiliates will be eligible to participate in World Bank Group-financed projects provided that Kontrolmatik complies with its obligations under the settlement agreement. However, if the conditions are not met at that time, the sanction will continue in the form of a debarment with conditional release.
The sanction is part of a settlement agreement under which the company admits culpability for the underlying sanctionable practices and agrees to meet specified corporate compliance conditions that reflect the principles set out in the World Bank Group Integrity Compliance Guidelines. Kontrolmatik also commits to continue to fully cooperate with the World Bank Group Integrity Vice Presidency. The settlement agreement reduces Kontrolmatik's sanction due to the company's significant cooperation with the World Bank Group, as well as its voluntary remedial actions.
