The instrument aims to:
- Encourage upskilling and retention of flight instructors
- Improve availability of flight instructors
- Better use and enhance the competencies already set for these instructors
- Introduce a more proportionate approach so more people can assess and grant authorisations, reducing reliance on flight examiners.

Flight instructors with a grade 1 training endorsement will have an expanded scope of training they can perform in addition to the supervision privileges they have currently. They will be able to train and authorise other instructors who are qualifying for more training endorsements.
