Bland Shire Council is proud to congratulate Apprentice Boilermaker Michael Arancibia, who has received the prestigious Ned Whiley Outstanding Apprentice of the Year Award at TAFE NSW West Wyalong.

Council staff attended a presentation at the West Wyalong TAFE campus today to celebrate Michael's achievement, recognising his hard work, dedication and commitment to his apprenticeship.

Michael commenced his apprenticeship with Council in January 2025 and is undertaking a Certificate III in Engineering - Fabrication Trade (Boiler making/Welding).

The award is presented annually at TAFE NSW West Wyalong and was established by Chris and Jodie McDonell of CJM Welding & Fabrication Pty Ltd. It honours the memory of the late apprentice Ned Whiley and recognises students who demonstrate initiative, a positive attitude, commitment and a strong work ethic throughout their training.

The award holds special significance for Bland Shire Council, with Ned's father, Murray and sister, Charlotte, both valued members of the Council team.

Mayor Lisa Minogue said the award was a meaningful reminder of the connections between Council, its staff and the wider community.

"Congratulations to Michael on this fantastic achievement. His hard work and commitment to his apprenticeship are something to be proud of, and it is wonderful to

see his efforts recognised.

"The award also holds a special place for our Council family. Ned is remembered by many in our community and we continue to stand alongside Murray, Charlotte and their family. It is important that we continue to honour Ned's memory and the legacy behind this award.

"Council values its strong relationship with TAFE NSW West Wyalong. Providing apprenticeship opportunities allows us to invest in local people, develop practical skills and help build the workforce we need for the future. Working together with TAFE helps ensure our apprentices receive the training and support they need to succeed."

Bland Shire Council is proud to support its apprentices as they develop their skills and careers, while continuing to build a positive relationship with TAFE NSW West

Wyalong to create opportunities for local people.

Council congratulates Michael on this well-deserved recognition and wishes him every success as he continues his apprenticeship.
