Canada Begins Talks on Steel Import Quotas

Today, the Honourable Anita Anand, Minister of Foreign Affairs announced the launch of public consultations on the administration of the tariff-rate quotas (TRQs) for certain steel imports listed under item 82 of the Import Control List.

These consultations will provide stakeholders, including importers, producers, industry associations, and other interested parties, with an opportunity to share their views on how the TRQs are administered. The feedback collected throughout this process will help inform potential changes to ensure Canada's approach remains transparent, predictable and responsive to the needs of Canadian businesses.

The TRQs were introduced in June 2025 to address the risk of steel trade diversion into the Canadian market and impacts of non-market policies and practices that drive global excess capacity. Canada currently administers these quotas through shipment-specific permits issued on a first-come, first-served basis.

Participants will be able to submit their comments from July 23, 2026, until August 19, 2026.
