A recent review of Wagga Wagga City Council's Sewer Policy and Stormwater Policy has resulted in changes to both policies, and the development of two new policies relating to components of sewer and stormwater management.
The changes affect homeowners and developers throughout Wagga Wagga, the villages and rural communities, and how they access Council's sewer and stormwater assets.
The current Sewer Policy (POL 036) and Stormwater Policy (POL 037) are both large and complex documents that encompass various aspects of sewer management, stormwater management and infrastructure throughout the local government area.
During the review, it was found that the Building in the Vicinity sections of both policies were substantial enough to become one standalone policy.
The draft Building in the Vicinity of Underground Assets Policy (POL 066) has been developed through reviewing content against industry standards, the Water Directorate and the policies of comparative Councils.
The aim of the revision is to better define the process for assessing buildings on private property that may impact on Council infrastructure, such as sewer and stormwater assets. This is done through:
- Removal of double application and aligning with the Development Application process where possible
- Aligning with industry standard processes and application of the policy
- Consideration for differing soil types which can have an effect on soil stability
Council's sewer system contains over 500 residential properties that cannot be serviced by traditional gravity sewer. These properties are serviced by a low-pressure system which has prompted the development of the draft Low Pressure Sewer Systems and Connections Policy (POL 067).
The policy defines ownership and maintenance requirements, connections in relation to the service area where low pressure sewer systems will be permitted to connect to Council's sewer network and the design standard applicable.
With these sections becoming standalone policies, it means the current Sewer Policy (POL 036) and Stormwater Policy (POL 037) have been amended, with the drafts also on public exhibition.
A third new policy - the draft Sewer Infrastructure Policy - is to be placed on public exhibition later in the year.
Council understands that these changes are complex and can be difficult to understand, therefore it is encouraged that residents read the four policies currently on public exhibition, and to reach out to Council if you have any questions.
