Confiscated Russian homes and businesses should house refugees, Assembly says

Council of Europe member states should "identify and freeze" the homes of Russian citizens and state enterprises that have been targeted as part of sanctions in the war against Ukraine and transform them to receive Ukrainian refugees, the Parliamentary Assembly said in a resolution based on a report by André Vallini (France, SOC).

The Assembly said a decision should be made on how to deal with such properties in the long term, stressing they should be returned to the Russian people so that they could not be misappropriated in the future. It added that Russia must compensate Ukraine and added that there should be a more general social re-use of confiscated criminal assets.
