The Malinauskas Labor Government is wasting no time in getting on with building more homes for South Australians by progressing a masterplan for a new inner-south neighbourhood connecting three inner-city housing developments on strategic State Government land.
The Inner South Masterplan will connect:
- The Forestville development at the old Le Cornu site on Anzac Highway – being privately developed by Peet on Renewal SA land;
- The transformed Keswick Barracks site – land strategically acquired by the Malinauskas Government;
- The Adelaide Showgrounds development on Rose Terrace – a mixed-use housing development undertaken by the Royal Agricultural & Horticultural Society of South Australia.
The Masterplan will create a unified community around the Adelaide Showground, while guaranteeing its full preservation.
To advance the master plan, $500,000 from the Planning and Development Fund has been committed to support investigations and design work.
Adelaide's Inner South Precinct is primed for a coordinated transformation with excellent access to public transport, major arterial roads and essential community infrastructure.
Housing delivery will be a key component of the plan with at least 15 per cent of all new homes across the precinct to be reserved for affordable housing, perfect for young families and professionals, while the unique heritage and character of the Keswick Barracks and some surrounding buildings with heritage significance will be preserved.
A dedicated Master Plan Committee comprising state government agencies, local council and major landowners will be established to ensure key stakeholders work collaboratively to deliver an integrated, future focused plan.
This coordinated approach will ensure any development is properly sequenced, infrastructure and open space are efficiently planned, and growth delivers long term economic, social, environmental and education focused benefits for residents, businesses and the broader community.
The Malinauskas Labor Government was re-elected at the weekend's election with a clear mandate to build more homes for South Australians.
Now the Government will deliver a $1 billion fund to build more homes for South Australians, including a $500 million Housing Fast-Track Fund which would be used to purchase strategic land – sites that would be similar to the Keswick Barracks - that can be fast-tracked for the development of more homes for South Australian families.
Meanwhile, the Minister for Planning has already adopted two code amendments in less than 24 hours since being re-sworn into the Cabinet.
This will rezone land to unlock thousands of more homes at major urban renewal projects at Seaton and Smithfield.
The Malinauskas Government through Renewal SA acquired the 12.8-hectare Keswick Barracks site in 2023, following a historic land transfer with the Federal Government. Defence operations are expected to cease at the site in early the 2030s.

Urban renewal opportunities in locations like this do not come along often. We need to make sure we seize the opportunity.
The inner south has it all. A rich heritage which will be preserved and significant development opportunities that will unlock homes for young South Australians – all on the doorstep of the City.
By connecting these ongoing developments, we are coordinating the best outcome for residents.
This won't be a piecemeal development – our plan will ensure infrastructure, open space, transport and housing are planned together from the start.
As put by Jayne Stinson
Our Government is absolutely committed to building more homes for young South Australians. More homes will mean more opportunity for people from the inner south to one day live in the suburbs that they grew up in.
This masterplan will ensure that a thoughtful planning process will be undertaken as these homes are built while securing the heritage and character of our local community.
I have been fighting for years to ensure that locals will have their voice heard in shaping the future of our community.
We've now ensured that the community will have input throughout the decision making process.
As put by Mayor Michael Hewitson AM, City of Unley
I am very passionate about creating opportunities for our young people to live in Unley in the future. Master planning the suburbs surrounding the Showgrounds station including Keswick, provides a unique opportunity for us to enable this to happen.
The inner south has so much potential and this masterplan will ensure we create a liveable, vibrant, green city that delivers for our future.
It is a great pleasure that Unley Council is working with the State Government to deliver a master plan from LeCornu to Goodwood Road, with a railway station to Flinders, to Seaford, to the hills and to the City.
As put by Bruce Djite, Executive Director, Property Council of Australia SA
It is a real positive for industry and all South Australians that the government has adopted a pro-housing stance.
Maximising yield and ensuring once in a generation sites like these are not wasted is critical to addressing the housing crisis.
The proximity to public transport, jobs, amenities and green space makes this location perfect for density. We encourage the government to move as quickly as possible, so industry can deliver this site for the benefit of future residents, businesses and the community.
