Council Awards Contracts for Hardinge St Upgrade

Edward River Council has awarded two key contracts at its December Council meeting to progress the reconstruction of Hardinge Street (Cobb Highway) — a joint project with Transport for NSW.

Utility relocation

The second stage of water main relocation, from Ochtertyre Street to Wood Street, has been awarded to Deni Civil. Deni Civil recently completed the section between Harfleur and Wood Streets, installing a new larger water main to improve water pressure and security, and ensuring critical services are ready ahead of major roadworks.

Civil works (Stage 1 area)

The contract to commence the first stage of civil works on the Wood Street–Harfleur Street section has been awarded to Quarrell Civil Construction Pty Ltd. This package includes demolition, earthworks, stormwater drainage, kerbs, driveways and footpaths, landscaping, signage and line marking. The contractor will also manage traffic and community notifications so that safe access for pedestrians and road users is maintained throughout construction.

Quarrell is a full-service regional civil contractor with a strong track record across Victoria and southern NSW, including meeting the quality criteria required to deliver work on behalf of Transport for NSW. Quarrell previously delivered Council's Cressy Street and Waring Gardens streetscape upgrades in 2020.

Mayor's statement

Edward River Council Mayor Cr Ashley Hall said the decisions mark an important milestone for this much-anticipated upgrade.

"I'm pleased to see these contracts awarded to capable operators who've delivered successfully for Council before. The tenders from Deni Civil and Quarrell Civil Construction demonstrated value for money, quality, and the capacity to deliver."

Cr Hall said both contractors are expected to start work in late February 2026, allowing time for procurement and the quality documentation needed to ensure the highest compliance standards.

About the Hardinge Street upgrade

The Hardinge Street Road Reconstruction Project is a staged upgrade of approximately 936 metres of Hardinge Street in Deniliquin to improve safety, access and amenity for residents, businesses and all road users. The works include a renewed road pavement, a concrete median with channelised turning lanes, upgraded drainage, new water mains, new kerb and gutter, new footpaths, landscaping, signage and line marking.

Staging (as currently planned)

  • Completion of water main works: Ochtertyre Street to Wood Street - commencing late February 2026.
  • Stage 1 (civil works): Harfleur Street to Wood Street - commencing late February 2026.
  • Stage 2 (civil works): Wood Street to Ochtertyre Street - to be tendered later in 2026.
  • Stage 3 (pavement reconstruction): to be undertaken by Transport for NSW in early 2027.

Contract Details:

Deni Civil was awarded Contract C2025/43 Hardinge Street Reconstruction - Water Mains Stage 2 - Ochtertyre Street to Wood Street for the tender price of $503,971.08 + GST.

Quarrell Civil Construction Pty Ltd was awarded Contract C2024/33 Hardinge Street Reconstruction - Civil Works Stage 1 Wood Street to Harfleur Street for the tender price of $1,440,216.89 + GST.
