Council of Europe Links Human Rights, AI Standards

The International AI standards summit has taken place in Seoul, Republic of Korea, bringing together 300 senior leaders from the United Nations, the World Trade Organization, the World Bank Group and other international organisations, civil society, academia and youth to discuss global governance and international standards of artificial intelligence (AI), with Deputy Secretary General Bjørn Berge representing the Council of Europe.

The event, opened by Prime Minister of the Republic of Korea Kim Min-seok, was organised by the International Electrotechnical Commission (IEC), the International Organization for Standardization (ISO) and the International Telecommunication Union (ITU) with the aim of producing a globally coherent approach to AI design and governance.

Council of Europe AI expertise

Opening the plenary session on "Shaping responsible AI together", Deputy Secretary General Berge presented the Council of Europe's expertise in this field, such as the first-ever international legally binding Framework Convention on artificial intelligence and human rights, democracy and the rule of law, as well as the HUDERIA guidance on the assessment of risks and impacts of AI systems on human rights. "These tools provide a crucial bridge between human rights and technical standards, and a foundation for inclusive, trustworthy AI governance worldwide," Mr Berge said.

Placing the Council of Europe as a link between human-rights-based governance and global technical standardisation efforts, Mr Berge emphasised the organisation's commitment to acting as an open and collaborative partner, working with global and regional processes. "Responsible AI must be based on a solid platform of human rights - AI knows no borders and it reaches every aspect of our lives, so states must work together and with the private sector, collaborating and sharing knowledge to advance technology that benefits us all," he said.

Other speakers in the panel included: Secretary-General of the Digital Cooperation Organization Deemah AlYahya; Under-Secretary-General and Special Envoy on Technology Amandeep Gill-Singh; Vice President, Digital Transformation, World Bank Group Sangbu Kim; and Deputy Director-General, WTO Jean-Marie Paugam.
