Council Thanks Interim CEO Craig Niemann

Horsham Rural City Council has formally thanked Interim Chief Executive Officer Craig Niemann for his service, as his time in the role concludes ahead of the arrival of incoming CEO Gail Gatt on May 19.

Mr Niemann was appointed to lead Council in September 2023, during a challenging time for the organisation. Over the past seven months, he has played a key role in restoring stability, improving governance and guiding a newly elected group of councillors.

At the April Council meeting, Mayor Cr Ian Ross led a vote of thanks to Mr Niemann and acknowledged the personal and professional contribution he had made.

"Craig stepped in at a time when strong, steady leadership was critically needed, and he's delivered exactly that," Cr Ross said.

"He relocated from Bendigo, away from family and home, to support Horsham through a transitional period — and that sacrifice has been deeply appreciated by both the councillors and the broader municipality.

"One of his great strengths has been lifting Horsham's profile across the region and in Spring Street. That presence and advocacy for our city has been invaluable."

Mr Niemann brought with him more than 40 years of experience in local government, including a long tenure as CEO of the City of Greater Bendigo. His time in Horsham has included support through several major challenges and milestones — from bushfires in nearby shires and the proposed climbing bans at Mount Arapiles, to the recruitment process for Council's new permanent CEO.

He also oversaw the induction of new councillors following the 2024 general election and helped guide key strategic and governance improvements.

In addressing Council, Mr Niemann said he did not take on the role seeking recognition, but had appreciated the opportunity to contribute to a new region.

"Local government rules are the same, but it's the people and the place that make it different," he said.

"It's been a privilege to get to know Horsham and the surrounding region, and to work with so many dedicated staff and community leaders."

Mr Niemann also expressed gratitude to Council staff and directors, as well as the support provided by Municipal Monitor Steven Kingshott, who will remain in his role until the end of June.

Council looks forward to welcoming Ms Gatt as the new CEO later this month and wishes Mr Niemann the very best for the future.
