Orange City Council proposes to enter into a Planning Agreement made in connection with Lot 6 DP 1031236, Lot 1 DP 72811 and Lot 200 DP 1288388 – known as 3 Redmond Place, 154 Lone Pine Avenue and 5255 Mitchell Highway (Bathurst Road), Orange.
The draft planning agreement has been offered by Landcom in relation to Development Application DA 298/2025(1) on the land. That application seeks consent for subdivision of land (164 Lot Torrens Title Lots and new roads), Demolition (buildings, ancillary structures and tree removal) and Bulk Earthworks.
The draft Planning Agreement is made pursuant to Section 7.4 of the Environmental Planning and Assessment Act, 1979 with Landcom and involves:
- the provision public amenities and services
- the provision of transport or other infrastructure relating to land.
- the dedication of part of the land for proposed open space to Council
- the carrying out of embellishment works to the open space land
- the maintenance of the open space land for a period of 12 months.
The draft planning agreement and explanatory note will be on public exhibition from Tuesday, 14 October to Monday, 10 November 2025. During this period, any person may make written submission on the draft planning agreement to Council.

Comments on the proposal are invited and should be forwarded to, and received by, the Chief Executive Officer by 5.00pm on Monday 10 November 2025 in order that a report may be prepared for the consent authority.
