Byron Shire Council is seeking expressions of interest (EoI) from not-for-profit organisations or government entities to deliver low-cost mental health services from the former Safe Haven building at 15 Tincogan Street, Mullumbimby.
The community facility, acquired by Council from Healthy North Coast in July 2026, was previously home to the Safe Haven Mullumbimby mental health service, which provided support to people experiencing mental distress following the 2022 floods.
"We acquired the facility from Healthy North Coast with a vision to continue the much-needed delivery of valuable mental health support for the local community," Council's Director Corporate and Community Services, Esmeralda Davis, said.
"We are committed to maintaining this facility as a community mental health resource and ensuring it remains available for people who need support close to home," Ms Davis said.
"We know access to affordable and timely mental health services continues to be a significant issue across our region. The EoI process we are now running is about finding the right organisation to make the most of this important community asset and deliver services that meet local needs."
Healthy North Coast's recent health needs assessment and community survey identified mental health as one of the most significant health concerns facing local communities, alongside barriers to accessing care including cost, service availability, transport and long wait times.
The site is centrally located in Mullumbimby and includes two connected demountable buildings, accessible facilities, internet connectivity, meeting spaces and consulting rooms suitable for a range of mental health and wellbeing services.
Council is seeking proposals from organisations that can provide regular mental health services that are affordable and responsive to community needs.
Potential service models may include counselling, psychological therapies, psychosocial support, care coordination, telehealth-enabled services, group programs, outreach services or other evidence-based mental health initiatives.
The EOI process has been developed in partnership with Healthy North Coast and will include assessment of each applicant's governance, service model, community benefit, financial sustainability and ability to deliver safe, accessible services.
Expressions of interest are now open and close on 4 September 2026.
A report recommending a preferred applicant will be presented to Council in October 2026.
