About the Study: In this qualitative study of 246,808 public comments on proposed FDA rules for menthol cigarettes and flavored cigars, most submissions were form letters, and content linked to tobacco companies appeared frequently in both dockets. Among the small share of unique comments, most opposed the proposed bans.
