FY 2025 Budget Request Aims to Modernize, Strengthen Workforce

This Budget Request will drive forward an ambitious modernization of American diplomacy and development to ensure we are equipped to meet the challenges and seize upon the opportunities of our time. Modernizing diplomacy depends on sustained investments in our people to build capacity and expertise. The Request advances our presence in the Indo-Pacific, reduces Foreign Service vacancies, enhances workplace flexibilities, seeks to improve compensation for our Locally Employed (LE) staff around the world, and invests in critical mission areas. It also sustains ongoing initiatives to advance Diversity, Equity, Inclusion and Accessibility (DEIA) across the foreign affairs workforce.

Breakdown of Request for Workforce

  • Over $10.1 billion for the Diplomatic Programs account for global operations requirements, including the recruitment, retention, and development of our diverse, highly capable workforce including additional funding for the Federal pay raise and LE wage compensation reform.
  • Strengthens the Department of State's and USAID's workforce by providing funds to fill 200 Foreign Service vacancies and establish nearly 350 new positions, for a total workforce growth of more than 550. State's request provides funding for 52 additional Foreign Service positions and 150 additional Civil Service positions, and the USAID request funding for 145 additional positions.
  • State's request includes $121 million for LE staff salary increases, and structural reforms to make these increases more predictable, equitable, and transparent.
  • Establishes a Diplomatic Reserve Auxiliary Corps to provide a cadre of trained personnel capable of surging contingency response efforts and improving the Department's workforce resilience ($20 million).
  • Augments staffing for global health and cyber diplomacy.
  • Prioritizes the provision of high-quality mental health services to Department personnel and their families serving overseas ($6 million).
