Moira Shire Council has welcomed the Victorian Government's endorsement of the 'Green' route as the preferred alignment for the proposed Yarrawonga-Mulwala River Crossing.
The endorsement, confirmed in correspondence from the Department of Transport and Planning's Executive Director Loddon Mallee Hume, Anthony Judd, follows the completion of a comprehensive study reviewing transport network options to support current and future growth in the twin border communities.
Moira Shire Council Chair Administrator, Dr Graeme Emonson PSM, said the decision represents a significant milestone for the region.
"We sincerely thank the Victorian Government for this important announcement and for their commitment to this vital piece of regional infrastructure," Dr Emonson said.
"This endorsement is fantastic news for Yarrawonga, Mulwala and the broader region. Crucially, it means that all four relevant authorities - Moira Shire Council, Federation Council, the Victorian Government and the NSW Government - are now aligned on the preferred route. This unified approach is exactly what we need to progress this project."
Both Yarrawonga and Mulwala have experienced substantial growth in recent years, and this trend is set to continue. A second river crossing is vital infrastructure that will support this growth, improve connectivity, and enhance the liveability of the communities.
The Department's study assessed both the 'Green' and 'Grey' route options, considering land use, environmental factors, traditional owner considerations, active transport, and road network performance. The study concluded that whilst both routes are achievable, the green route provides more efficient network outcomes in the longer term.
"We're pleased the Victorian Government has taken a strategic, long-term view in making this decision," Dr Emonson said.
"The 'Green' route will deliver the best outcomes for our community well into the future."
Federation Council Mayor, Cr Cheryl Cook said this is a monumental step for our border communities.
"After years of advocacy and planning, having all four government bodies aligned on the 'Green' route provides the certainty we need," Mayor Cook said.
"Our community has been very patient, and we now look forward to seeing this priority project progress into the design phase to support our region's future."
"For the residents of Mulwala and Yarrawonga, this crossing is more than just asphalt and concrete; it is a vital link that ensures our twin towns can grow together sustainably. We are eager to work alongside our Victorian partners to turn this preferred route into a reality."
Dr Emonson also took the opportunity to recognise the tireless advocacy of community members who have championed this project over many years.
"We must acknowledge and thank community advocates such as John Lawless and Robert 'Possum' Purtle, among many others, who have dedicated countless hours to pursuing this vital infrastructure for our region. Their persistence and commitment have been instrumental in keeping this project on the agenda and ensuring our community's voice has been heard," Dr Emonson said.
"This outcome is a testament to what can be achieved when local communities, councils and state governments work together."
While the endorsement does not confirm funding for the project, the Department has confirmed the Yarrawonga-Mulwala River Crossing remains a priority for the Victorian Government as they work closely with Transport for NSW colleagues on the management of shared Murray River crossings.
"Now that all four authorities are in agreement on the preferred alignment, we look forward to both the Victorian and NSW Governments committing to progressing this project into the design phase," Dr Emonson said.
"We understand a detailed business case and crossing design are required, and Council is ready and willing to work constructively with both governments to advance this work."
