Human rights of older persons in Aged Care

A panel of world leading experts on the human rights of older persons and Australia's aged care system is part of a Monash University online panel this month.

The recent report of the Royal Commission into Aged Care Quality and Safety has revealed an aged care system in crisis. The Commission delivered 148 recommendations including; a new system underpinned by a right-based Act, funding based on need and much stronger regulation and transparency.

The panel will consider both international and Australian perspectives on the rights of older persons in aged care.

"There has never been a more pressing time to examine the human rights of older persons in aged care in Australia, just as is the case elsewhere in the world," said Professor the Hon Kevin Bell AM QC, the Director of the Castan Centre for Human Rights Law. Professor Bell will moderate a discussion with a panel of world leading experts, including:

  • Dr Claudia Mahler, United Nations Independent Expert on the Enjoyment of Human Rights by Older Persons, Geneva

  • Jane Buchanan, Deputy Director of the Disability Rights Division, Human Rights Watch, New York

  • Professor Joseph E Ibrahim, Head of Health Law and Ageing Research, Department of Forensic Medicine, Monash University, Melbourne

Professor Bell said: "We are fortunate indeed to examine this subject of fundamental contemporary importance with experts who are all leaders in their fields. Our panelists are passionate about realising the human rights of older persons so that they can lead lives based on respect for equal dignity and freedom from all forms of violence.

"I am greatly looking forward to a stimulating and informative event during which we intend both to drill down into the nature of the problem and broaden our horizon in the search for solutions."
