MSMEs account for nearly 70 percent of total employment in Mongolia. However, many of them face significant challenges in accessing public services due to time-consuming procedures. To address these barriers, the ILO, in collaboration with relevant ministries, organized a workshop on 28 October 2025 to advance MSMEs registration and licensing.

The workshop focused on improving access to information, streamlining registration processes, and ensuring compliance. Opening the event, ILO National Coordinator Bolormaa emphasized tackling informality and promoting social justice through decent work.
ILO National Project Coordinator, Munkhtogtokh, highlighted the importance of integrating micro and small enterprises into an e-business platform, noting that digital solutions can enhance efficiency, reduce costs, and foster interoperability among government systems.
Participants learned international perspectives on the e-business platform from Tengis, Advisor to Deputy Prime Minister and Minister for Economy and Development, and insights from Myagmarnaran, Director of the E-Mongolia Academy, who reviewed the current platform and encouraged enterprises to share feedback to better tailor services to their needs.

Participants also discussed persistent challenges, including limited data exchange between government agencies and the continued requirement for paper documents despite digital uploads. These findings underscore the need for full digital integration to improve service delivery for MSMEs.
Looking ahead, the ILO will continue working closely with government partners and the private sector to implement practical solutions that simplify processes, strengthen digital platforms, and create an enabling environment for MSMEs to thrive. This effort is a key step toward promoting formalization, boosting productivity, and advancing decent work in Mongolia.
